SCLO's Managing Partner Mr Wael Abdin was appointed by Castalia Advisors, an international consulting firm, as Sudanese legal experts in the project (Consultancy Services for Provision of PPP Support for the Republic of Sudan).

The role of Mr Abdin included but was not limited to the following:

• Identifying all policies and laws related to PPPs, private investment, foreign investment, and private sector participation in infrastructure in the Republic of Sudan with Castalia
• Recommending institutional enabling environment for PPPs
• Providing a full draft of the report working from the outline approved by Castalia summarising the legal, regulatory, and policy environment for private sector participation and PPP's in Sudan.

The report made recommendations how to overcome barriers to private sector participation in infrastructure and to implement PPP's in Sudan, and identified specific measures to close legal, regulatory, and policy gaps and develop a PPP Policy.

Sudanese Commercial Law Office supported Castalia in drafting a PPP Bill in Sudan and ensuring its compatibility with the Sudanese legal system.
